<P>PROBLEM TO BE SOLVED: To provide an image distribution system wherein privacy of a person to be reflected is ensured and while suppressing the amount of distribution data, a specific person different for each user can be observed. <P>SOLUTION: The image distribution system comprises an imaging apparatus, a distributor for distributing data, a receiver, and an image display device. The distributor includes a person authentication database, a personal specification unit, a background generation unit, a foreground generation unit for generating a foreground image and an image label for each person, a corresponding unit for making a personal ID corresponding to the foreground image, and a data distribution unit. The receiver includes a data receiving unit, an authority information input unit, an authorization unit and a display image generating unit.
