PROBLEM TO BE SOLVED: To provide a coating-film forming agent excellent in film-making stability and a coating film obtained from the same. SOLUTION: This coating-film forming agent comprises: a hydrolyte (A) of a metal alkoxide; and a polyvinylalcohol-based resin (B) having a 1,2-diol structure unit represented by General Formula (1): Formula (1) (wherein R<SP>1</SP>, R<SP>2</SP>and R<SP>3</SP>independently represent a hydrogen atom or an organic group; X represents a single bond or a chain of bonds; and R<SP>4</SP>, R<SP>5</SP>and R<SP>6</SP>independently represent a hydrogen atom or an organic group).
