PURPOSE: A portable internet system for network classifying access per a subscriber and a method thereof are provided to differentially apply an authentication policy, a security policy and a charging policy to each subscriber and a business subscriber of a portable internet, thereby simultaneously accommodating a subscriber and a business subscriber in the portable internet system. CONSTITUTION: A portable internet system includes a subscriber database(230), a base station, and a base station controller. The subscriber database differentially classifies a service policy per a subscriber according to identification information of a portable terminal and manages it. The base station provides a wireless matching function to a portable terminal. The base station controller connects to a corresponding access network by applying a service policy corresponding to a subscriber after distinguishing subscribers corresponding to identification information.
