PROBLEM TO BE SOLVED: To obtain polarization independent optical amplification characteristics and a flat gain spectrum over a wide wavelength region.

SOLUTION: A semiconductor optical amplifier includes a multi-quantum well active layer formed of well layers 4A and barrier layers 4B alternately laminated to each other on an InP substrate. The well layers 4A and the barrier layers 4B each have a tensile strain, and the tensile strain of the barrier layer 4B is larger than the tensile strain of the well layer 4A.
