<P>PROBLEM TO BE SOLVED: To provide a surface coated cutting tool having a hard coating layer exerting a superior chipping resistance in a heavy duty cutting process. Ž<P>SOLUTION: On the surface of the base for cutting tool consisting of cemented carbide alloy, cermet, and boron nitride based ultra-high-pressure sintered material in cubic crystal form, the hard coating layer is formed which comprises a carbide nitride layer of Ti and Si satisfying a composition formula (Ti<SB>1-X</SB>Si<SB>X</SB>)(C<SB>1-Y</SB>N<SB>Y</SB>), wherein X is 0.01 to 0.3, and Y is 0.4 to 0.96 respectively by atomic ratio. The carbide nitride layer exhibits such a crystalline orientation that the crystal grains having a crystal orientation of <111> within the range from 0 to 15 degrees from the normal to the polished surface occupies 50% or more by area ratio when a crystal orientation analysis by EBSD is conducted for this layer, and the rate of the small-angle grain boundary (0<θ≤15°) is 50% or more in the measurement of the angle formed between adjoining crystal grains.
