PROBLEM TO BE SOLVED: To provide a transmission line structure of a mounting substrate which has a transmission characteristic of low loss and a predetermined delay characteristic in a wide frequency band, for example, from DC (direct current) to GHz. SOLUTION: The transmission line structure of the mounting substrate 30 includes at least an electronic component connecting pad 9, a signal layer 1 connected to the pad 9, a ground layer 2, and a power source layer 4. Between the pad 9 and the ground layer 2 that faces the pad 9, an electromagnetic insulation part 20 for correcting discontinuous impedance between the pad 9 and the signal layer 1 is so provided as to allow the electromagnetic insulation part 20 to have a material 7 of high magnetic permeability and/or a material 8 of low dielectricity.
