<P>PROBLEM TO BE SOLVED: To provide a photoreceptor cleaning device capable of preventing the degradation of printing quality and prolonging the service life of a photoreceptor and a cleaning blade and to provide an image forming apparatus. Ž<P>SOLUTION: In the photoreceptor cleaning device provided with the cleaning blade 10 coming into press-contact with the surface of a moving photoreceptor 4, to peel and remove foreign matters adhered to the surface of the photoreceptor, the press-contact and retreat of the cleaning blade 10 with and from the photoreceptor 4 during printing are performed in a page boundary area where printing is not performed.
