<P>PROBLEM TO BE SOLVED: To provide a ruler for finishing a foundation capable of preventing a finish applied to the foundation from adhering to a base packing. Ž<P>SOLUTION: In a building having the foundation, the base packing installed on the foundation, a base formed on the base packing, and a draining plate covering the base packing from the outside, the ruler 90 for finishing a foundation is used to apply finish to the foundation. The ruler comprises an attachment/detachment part 91 detachable from the draining plate and a cut off part 92 for closing the gap between the upper end of the foundation and the draining plate while the cut off part 92 is attached to the draining plate.
