PROBLEM TO BE SOLVED: To provide an apparatus and method for diagnosing the surface condition of a commutator of a DC motor, capable of quantitatively diagnosing the condition of an oxide film formed on the commutator. SOLUTION: The apparatus 1 for diagnosing the surface condition of the commutator diagnoses the surface conditions of the commutator 4 for the DC motor with the commutator 4 having an oxide film 14 on the surface. The apparatus includes a gloss detecting means 18 for detecting the surface gloss of the commutator 4 and a surface condition diagnostic means 20 for a commutator for diagnosing the surface condition of the commutator 4 based on the surface gloss of the commutator 4 detected by the gloss detecting means 18.
