A method, a system and a device for transmitting the data are provided, and the method includes: the base station loading the data package sent down from the wireless network controller RNC to at least two groups of carrier frequency for transmission, each group of carrier frequency having at least one carrier frequency and backing up the data package sent down by the RNC in the prearranged buffer; obtaining the transmission state of the data package; if the transmission state is success, then deleting the backup data package which has been successfully transmitted in the buffer, if the transmission state is failure, then obtaining the present group which the carrier frequency of the un-successfully transmitted data package is in; adding the un-successfully transmitted data package which is backed up in the buffer to the carrier frequency of another group for transmission.
