PURPOSE: An optical waveguide is provided to extract a light efficiently at optical position by installing a core with a first refractive index and a clad with a second refractive index higher than first refractive index. CONSTITUTION: An optical waveguide includes a core(11), a clad(12), and a displacement structure. The displacement structure contacts the clad with a core, and the core has the first refractive index. The clad has a part at which a second refractive index is higher than a second refractive index and also a part, at which the third refractive index is lower than the first refractive index while being between the core and the clad. The clad includes a light scattering particle, and a conductive material.
