<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of accurately performing deterioration correction and binarization without requiring to check whether or not a correction result based on degradation correction of image quality is optimum to binarizing processing. Ž<P>SOLUTION: The image processing apparatus includes an image quality correction amount calculation part for calculating a correction amount by integrating a correction amount for binarization for binarizing an input image and an image quality degradation correction amount for correcting degradation from an original image of a photographing target on the basis of the input image, and an estimation image generation part for generating an estimation image estimating the original image of the photographing target on the basis of the correction amount.
