PURPOSE: A molding steel having heating property at low temperature and a method for manufacturing are provided to easily obtain more than 1470MP of tensile strength and increase yield strength. CONSTITUTION: A method for manufacturing a molding steel comprises: a step of heating a steel slab at 1150~1250°C; a step of manufacturing heated steel slab through a roughing mill and finishing mill; a step of performing finishing mill under the temperature of over Ar3; and a step of cooling the steel at 600~700°C.
