PURPOSE: A method and an apparatus for decoding/encoding video signal including an intra estimator are provided to perform efficient coding operation by separating inter view picture group and non-inter view picture group according to inter view picture group separation information. CONSTITUTION: A method decoding multi view video data is as follows. The multi view video data stream including the random access picture is received. The reset information of the reference picture list of the random access slice is obtained based on the identifying information. The reference picture list of the random access slice is initialized by using the time code information and time identifying information. The difference of the reference index is obtained from the multi view video data stream. The allocation alteration value for changing the reference index within the initialized reference picture list is determined in an inter prediction(700).
