A method and an apparatus for transmitting and receiving packets in a mobile communication system are provided to decrease a transmission resource used for transmitting the packets by reducing a size of a sequence number. A one-bit floating gate is inserted into a head of an RLC(Run Length Coding) PDU(Protocol Data Unit)(705) and it is determined whether a serial number is a partial number of an overall number. The RLC PDU includes a serial number length indicator, a serial number, an additional header, and a payload. The serial number length indicator(710) of the first RLC PDU indicates that a partial serial number is used. The partial serial number is inserted into a serial number field(715). When the serial number length indicator is set to zero, the partial serial number is allocated in the serial number field. A serial number length indicator of a retransmitted RLC PDU declares than an overall serial number is used. The overall serial number is inserted into the serial number field. When the serial number length indicator is set to one, the overall serial number is allocated in the serial number field. |
