Disclosed is a tissue dressing comprising a hydrophilic polymer sponge structure that includes a chitosan biomaterial, wherein the hydrophilic polymer sponge structure has been densified by compression prior to use to a density of between 0.2 to 0.6 g/cm3, and wherein the polymer sponge structure has been mechanically pre-conditioned by micro-fracturing a substantial portion of the polymer sponge structure prior to use. Also disclosed is a method of making the dressing, comprising providing an aqueous solution including a chitosan biomaterial, placing the aqueous solution in a mold, freezing the aqueous solution within the mold by cooling the mold and aqueous solution according to prescribed conditions to form a frozen chitosan structure within the mold, removing water from the frozen chitosan structure by a prescribed freeze-drying process to form a hydrophilic polymer sponge structure including the chitosan biomaterial, and micro-fracturing a substantial portion of the hydrophilic polymer sponge structure by mechanical manipulation prior to use.
