An in-place siphoning means comprising: a pipe or conduit having a first inlet end (9) and a second outlet end (11), the first inlet end being open and located on the inside and towards the bottom of a tank, the second outlet end being located outside of the tank with its ultimate drain point being lower than liquid collected within the tank. Located somewhere between the first inlet end and the second outlet end there is a hole (10) suitably dimensioned to act as a siphon break. Residue collecting at the bottom of the tank is drawn up and through the first inlet end of the pipe or conduit by the weight of the rainwater water collected and expelled out of the second outlet end, the siphoning action being initiated once the liquid level rises above the siphon break hole.
