PROBLEM TO BE SOLVED: To provide a noise measuring instrument and a noise measuring method with measurement accuracy enhanced through simple control on noise caused by an MG2. SOLUTION: This noise measuring instrument 1 is for measuring acoustic noise during rotation of a specimen 10 comprising first and second rotary electric machines MG1 and MG2. This measuring instrument 1 comprises: motors 42, 44, and 47 for separately controlling the rotating speed of first and second input/output rotating shafts 31, 32, and 33; an operation/measurement panel 20 for controlling the respective motors; and a microphone 24 for acquiring the acoustic noise of the specimen 10. With the rotating shafts rotated at a rotating speed ratio not causing the MG1 to rotate, the acoustic noise of the specimen 10 is acquired in this state by the microphone 24.
