PROBLEM TO BE SOLVED: To provide a fluid bearing device capable of avoiding problems of the deterioration of reliability and the shortening of product service life due to the leakage of lubricant and a spindle motor equipped with it, and a recording and reproducing device, in a fluid bearing device adopting a structure containing a lubricant reservoir on the upper surface end of a sleeve. SOLUTION: The fluid bearing device 30 comprises a shaft 31, a sleeve 32 keeping the shaft 31 inside so as to be relatively rotatable, a lubricant 34 filling a minute gap between the shaft 31 and sleeve 32, a sleeve cap 35 attached to the upper end surface of the sleeve 32, a lubricant reservoir 50 for retaining the lubricant 34 in the gap between the sleeve 32 and sleeve cap 35, and flow suppressing parts 51a, 51b formed inside the lubricant reservoir 50 so as to protrude in an axial direction.
