PROBLEM TO BE SOLVED: To more efficiently and economically prevent a network from being illegally used.

SOLUTION: A primary authentication device uses a public key certificate included in information for subscriber authentication received from a terminal device to verify digital signature data (response data) included in the information for subscriber authentication and transmits a connection permission request to a permission-state management device. When the permission-state management device receives the connection permission request from the primary authentication device, the permission-state management device confirms whether a subscriber ID included in a primary authentication result received together with the connection permission request is included in managed subscriber IDs, updates the connection state corresponding to a confirmed subscriber ID to "ON" and updates connection destination information corresponding to the subscriber ID with connection destination information received together with the connection permission request corresponding to the subscriber ID.
