<p><P>PROBLEM TO BE SOLVED: To provide a device capable of monitoring or preventing illegal use of electric power when a secondary battery for supplying power to a motor which generates running power is charged on a vehicle in which the battery is so mounted as to be charged from outside. <P>SOLUTION: In a charging history storage and management device 1 mounted on a vehicle as a device capable of monitoring or preventing illegal use of electric power when charging a battery of the vehicle, if a main control section 18 determines that the battery has been charged based on the detection results of a charging detecting section 15, the position of the vehicle at determination detected by a position detecting section 12 and the day and time at determination detected by a date and time management section 13 are stored in a storage medium 14. It can be determined based on the charging history stored in the storage medium 14 whether the place and time at which the charging is actually performed is a place and time at which the charging cannot be essentially performed, and eventually the possibility of illegal use of electric power can be examined.
