PROBLEM TO BE SOLVED: To provide a radio apparatus capable of switching a radio link while suppressing deterioration in communication characteristics and frequent switching of the radio link. SOLUTION: The radio apparatus 10 measures a congestion degree Cindin performing a radio communication with an access point 50. When the measured congestion degree Cindbecomes greater than a threshold Tf, the radio apparatus 10 switches a radio link with the access point 50 into a radio link with a base station 60 and transmits a packet to the base station 60. When the congestion degree Cindbecomes smaller than a threshold Tr(f), the radio apparatus 10 switches the radio link with the base station 60 into the radio link with the access point 50 and transmits a packet to the access point 50.
