PROBLEM TO BE SOLVED: To provide a protective structure for bivalves capable of forming habitats for the bivalves in the ground hardly affected by environmental variation, and to provide a method for constructing the structure. SOLUTION: The protective structure 10 for the bivalves is provided with a housing layer 2 for the bivalves in which the bivalves 7, together with a granular material forming the habitats for the bivalves 7, are housed, an upper water-permeable layer 3 having higher water permeability than that of the housing layer 2 for the bivalves, and the undersurface installed so as to contact the top surface of the housing layer 2 for the bivalves, and a protective layer 5 provided on the upper water-permeable layer 3.
