PROBLEM TO BE SOLVED: To accurately detect a black belt part which is added to the substantial image of a video signal. SOLUTION: When the video signal is shifted, as shown in Figure 12, the positions of 20 pixels are respectively output, from upper and lower ends, as the boundary positions. In a frame f1, even though boundary candidates are increased at the upper end, the same positions are continuously output as the boundary positions, since there is one boundary candidate pair with temporal continuity. In a frame f2, since the boundary candidate is not detected, the boundary position output, in response to the frame f1 is output, since the boundary position which is output one frame previous to it is included in the detected low luminance range. The present invention is applicable to electronic apparatuses for processing the video signal, such as, video player, video recorder, television tuner, and television receiver.
