PROBLEM TO BE SOLVED: To ensure safety of an operator by securing a sure installation of a safety fence. SOLUTION: An operator M gets on top of a car 1 after turning off a safety switch 11, and gets up and assembles a safety fence 2 which is folded inward. When the assembly is normally completed, a safety fence assembly completion detecting switch (not shown) mounted to engagement holding parts 3R1, 3L1 outputs assembly completion detecting signals. Then, when the safety switch 11 is turned on, an indication lamp 13 is turned on. Thereafter, when the operator M turns on a check operation mode selection switch 12, the operator can execute a checking operation of the car 1 with a mobile operating equipment 8.
