PROBLEM TO BE SOLVED: To improve the accuracy of speed control for preventing a last floor collision of a car of an elevator. SOLUTION: A calculation device 14 of a main control device 1 calculates pulse position data and pulse speed data of a car 2 during operation. The calculation device 14 permits a laser output to a laser transmitter/receiver 21 when the pulse position data of the car 2 show that the car is near a last floor, and a laser transmitting/receiving part 33 of the laser transmitter/receiver 21 transmits a transmission laser 25a in a horizontal direction toward a rail face. When the laser transmitting/receiving part 33 receives a reflection laser 25b, a laser calculation part 32 adds a count number one by one every time when it receives the new reflection laser 25b from a laser reflection plate 22, and transmits the laser position data to the main control device 1 according to the count number. The calculation device 14 outputs a stop command signal of the car 2 to a motor control device 15 when the pulse speed data exceed an excessive speed level according to the laser position data.
