PROBLEM TO BE SOLVED: To provide a method for constructing a foundation of a water cut-off wall by using an easily installable form can be easily handled after installation. SOLUTION: This method for constructing the foundation of the water cut-off wall includes: an excavation step of excavating a part of a lot up to a bedrock; a sandbag making step of making a plurality of sandbags by filling the sandbags with sediment discharged in the excavation step; a foundation bed forming step of forming a foundation bed by pouring underwater concrete onto the bedrock; a sandbag form forming step of arranging the respective sandbags on the foundation bed in such a manner that they adjoin one another, of forming a first form by further piling up the sandbags on the sandbags on the foundation bed, and of forming a sandbag form which is composed of the first form and a second form formed at a predetermined space from the first form; a foundation forming step of forming the foundation by placing the underwater concrete in the sandbag form; and a sandbag removing step of removing the sandbag by tearing it after the hardening of the underwater concrete, and of discharging the sediment, infilled into the sandbag, along the foundation.
