PROBLEM TO BE SOLVED: To provide a porous metal foil as a constituent material for preventing changes and degradation of aperture diameters due to formic acid generated by oxidation reaction of methanol, preventing crossover, and achieving higher energy density, higher output and longer life of a fuel cell, as to a permeable constituent material used for a fuel cell using methanol as fuel. SOLUTION: The porous metal foil as a constituent material for a fuel cell using methanol provided with a plurality of fine through-holes in a thickness direction has an average thickness of 3μm to 50μm, and at least with its surface made of a material resistant to forming acid, thereby, a permeable film with excellent corrosion resistance and long-term stable performance can be obtained.
