PROBLEM TO BE SOLVED: To provide a very simple method of manufacturing an anode panel constituting a flat-surface display. SOLUTION: The method for manufacturing the anode panel AP in the flat-surface panel device which is composed of the AP equipped with phosphor regions and an anode electrode on a base board 20 and a cathode panel equipped with electron emitting regions, includes processes wherein (A) an adhesion region 41 made of an adhesive 42 is formed on a predefined phosphor region 22 on the base board 20, (B) phosphor particles 43 are sprayed on the adhesion region 41, and subsequently phosphor particles 43 outside the adhesion region 41 are removed, (C) an anode electrode 24 is formed in a whole surface, and (D) the adhesion region 41 is removed by combustion.
