PROBLEM TO BE SOLVED: To provide an operating method for a melting rotary kiln and a controller for a melting rotary kiln can stably carry out disposal of an inflammable disposal object by a melting rotary kiln. SOLUTION: The operating method for a melting rotary kiln carrying out disposal of the inflammable disposal object W by burning/melting it has a furnace body 20 rotated around an axis L, a combustion burner 12, and a relative moving speed calculating part 30 calculating a relative moving speed with respect to the furnace body 20 of a molten object M flowing along an inner wall face of the furnace body 20. The relative moving speed calculating part 30 is equipped with an image pick-up part 31 carrying out image pick-up of the molten object M at predetermined intervals, and an operation unit 32 calculating the relative moving speed of the molten object M by specifying a characteristic point of the molten object M and measuring a relative moving distance of the characteristic point. An input amount of the inflammable disposal object W into the furnace body 20 and a combustion state of the combustion burner 12 are controlled in response to the relative moving speed of the molten object M calculated by the relative moving speed calculating part 30.
