PROBLEM TO BE SOLVED: To automatically close a gas cock provided in a building located in an earthquake occurred area when an earthquake is detected by an already installed seismic sensor. SOLUTION: A seismic sensor management information storing part 12 stores an area ID for identifying a location area of a building installed with the seismic sensor 20 in coordination with a seismic sensor ID for identifying the seismic sensor 20. A cock management information storing part 14 stores a cock ID for identifying a cock 30 provided in the building located in the area identified by the area ID in coordination with the area ID. An area specifying part 13 specifies an area identified by the area ID coordinated with the seismic sensor ID for identifying the seismic sensor 20 having sensed occurrence of an earthquake. A control signal output part 15 outputs a control signal for closing the cock 30 identified by the cock ID coordinated with the area ID for identifying the predetermined area.
