PROBLEM TO BE SOLVED: To provide a light diffusion film, the material of which is easily mass-produced, inexensive, and has excellent productivity, and a manufacturing method for it. SOLUTION: This light diffusion film 10, 20 is formed of translucent resin 12, 23 including a plurality of very short fibers 11, 22, and when the average refractive index n<SB>A</SB>of the transluscent resin is (refractive index to extraordinary ray+2×refractive index of ordinary ray)/3, and the average refractive index n<SB>B</SB>of the very short fiber is (refractive index in the major axis direction+2×refractive index in the minor axis direction)/3, the average refractive index n<SB>A</SB>of the transluscent resin is different from the average refractive index n<SB>B</SB>of the very short fiber.
