PROBLEM TO BE SOLVED: To provide a peer-to-peer file sharing network, capable of distributing access load between peers even when sharing a file group including those with high access frequency and those with low access frequency, and responding to a time change of access frequency. SOLUTION: In determination of whether a peer of the peer-to-peer communication system which causes storage devices of a plurality of peers to store duplicates of the same file duplicates a file to be transmitted to the other peer to hold the file in the storage of this peer, reference information related to the access from the other peer to this peer in a predetermined period is stored, an index value is calculated based on the reference information, the necessity of duplication of the file is determined based on the index value, and the reference information stored in the storage device is updated according to the determination result.
