<P>PROBLEM TO BE SOLVED: To shorten the starting time of a brushless motor and significantly reduce the noise and vibration. <P>SOLUTION: A selector 21 selects either a limit signal Limit or Full-On signal output from a coding portion 20, based on a mode signal MODEB and outputs it. A selector 31 selects either a signal of an output decoder 28 and that of an output decoder 29, based on the mode signal MODEB from MPU 25 and outputs it. Based on a mode single COMMODE, a selector 30 selects any one from among the output signals of an output decoder 26, an output decoder 27, and the selector 31 and outputs it. The output decoder 28 and the output decoder 29 can be selected by the selector 31, based on the mode signal MODEB.
