PROBLEM TO BE SOLVED: To realize a plasma display panel having display performance of high definition and high luminance, and having low power consumption. SOLUTION: The plasma display panel comprises: a front plate 2 in which a dielectric layer is formed in a manner to cover display electrodes formed on a front glass substrate and a protective layer is formed on the dielectric layer; a rear plate 10, which is placed opposite to the front plate 2 in a manner to form a discharge space and having address electrodes formed in a direction crossing the display electrodes, while being provided with a partition wall for partitioning the discharge space; and a sealant 17 for sealing an outer circumference between the front plate 2 and the rear plate 10. The protective layer forms a foundation film on the dielectric layer, and agglutinated particles in which a plurality of crystal particles, consisting of metal oxides are agglutinated on the foundational film, are attached, in such a manner that the particles are distributed over the entire region inside the sealant 17.
