PROBLEM TO BE SOLVED: To provide technique for allowing speech communication between a base such that trouble occurs between the base and a main TM, and another base. SOLUTION: An IP-TEL 22 logs in a main TM 12 when communicating with the main TM 12, but logs in a sub-TM 24 on its base network 2 when not communicating. When receiving a connection request message from a public network 4, a TUM 23 relays it to the main TM 12 when communicating with the main TM 12, but relays it to the sub-TM 24 on its base network 2 when not. When a connection request message is received from a LAN 25, it is relayed to another TUM 23 through the public network 4. On receiving the connection request message, the sub-TM 24 transmits the connection request message to an IP-TEL 22 when the connection destination of the connection request message logs in its sub-TM 24, but transmits it to the TUM 23 on the its base network 2 when not.
