PROBLEM TO BE SOLVED: To provide a heat insulating material of a foamed resin which is excellent in moisture permeability, nonflammable though the base material is a resin foam material, and useful for an outside heat insulation method. SOLUTION: In the heat insulating material and a heat insulation structure, a sheet of aluminum foil (2) is bonded to at least one surface of the plate-like resin foam material (1). A plurality of holes (3) piercing the aluminum foil layer (2) are formed in the aluminum foil (2). The sum of areas of the holes (3) is 10 to 500 mm<SP>2</SP>per 100 cm<SP>2</SP>of the aluminum foil layer (2), and vapor resistance is 5 to 50 m<SP>2</SP>*h*mmHg/g. COPYRIGHT: (C)2009,JPO&INPIT
