PROBLEM TO BE SOLVED: To provide a surfactant for polymerization which has low bioaccumulation potential, and is advantageous for manufacture of high-molecular weight PTFE, and to provide a method for manufacturing a fluorine-containing polymer using the surfactant for polymerization, and to provide an aqueous dispersion. SOLUTION: This invention relates to the surfactant for polymerization expressed by general formula (I) Rf<SP>1</SP>OCH<SB>2</SB>CF<SB>2</SB>COOM (wherein, Rf<SP>1</SP>represents a totally or partially fluorine-substituted straight chain or branched chain 3-6C alkyl group optionally containing an ether oxygen atom, and M represents a monovalent alkali metal, NH<SB>4</SB>or H).
