PROBLEM TO BE SOLVED: To provide a pumping device capable of pumping up seawater or freshwater to the vicinity of the water surface efficiently. SOLUTION: The pumping device includes a pumping cylinder 2 disposed in the seawater or freshwater for pumping up the liquid, and an air supply tube 3 for supplying a compressed gas into the cylinder 2 to fill the cylinder 2 with gas-liquid mixed water. The liquid or a mixture of the liquid and fine solid materials is sucked into the cylinder 2 and discharged to the vicinity of the water surface due to the difference in specific gravity between the gas-liquid mixed water inside the cylinder 2 and the liquid outside the cylinder 2.
