PROBLEM TO BE SOLVED: To take appropriate action by confirming the position of a maintenance worker with a skill level to cope with the condition of an object to be monitored when an abnormality has occurred at the object. SOLUTION: A server 31 set in a monitoring center displays a map of a designated area with an object mark on a terminal device of an operator by using an object database 43a and a map database 43c. When some kind of the abnormality occurs, it searches the maintenance worker with the skill level capable of coping with the condition of the object from a database 43b of a maintenance worker, and displays the position of the maintenance worker on the map.
