PROBLEM TO BE SOLVED: To provide a decorative fiber mat which uses thick unwoven cloth as a base layer, is excellent in durable by coating and dipping a resin composition, has cushion properties to impart warm feelings, and can be used for a tableware underlay decorative mat, a table underlay decorative mat, a walking surface protective mat, a carpet, a tile carpet, a building structure inner/outer decorative mat or the like. SOLUTION: The decorative fiber base layer mat is formed in such a manner that a thickness is set to 2 mm or higher, interfiber gaps 12 are provided between the inside and the front and the back, an interfiber gap 22 is left in one surface of unwoven cloth 11 in which at least a front and back one surface is a brushed recessed and projected surface, and a polyvinyl chloride paste resin composition 13 is dipped into the inside from both front and back surfaces of the unwoven cloth. A foaming polyvinyl chloride paste resin composition 14 is applied on one surface left as the recessed and projected surface, and the foaming polyvinyl paste resin composition is foamed by heating, thereby forming a recessed and projected foaming surface layer 15 by irregular foaming recesses and projections different in height and size.
