PROBLEM TO BE SOLVED: To appropriately set a safety function according to an operating environment etc. to improve the safety function. SOLUTION: An IC card 118 stores data on the usable quantity of gas and at least one safety function program. An IC card reading part 122 reads information stored in the IC card 118. An IC card determination part 126 determines whether the IC card 118 is normal on the basis of read information. A safety function detection part 128 detects a safety function program from the read information and stores it in a safety function storage part 130. A function setting part 116 provides the safety function program for a monitoring part 112 when the IC card 118 is normal. A part 124 for measuring the remaining quantity of use determines the remaining quantity of use of gas on the basis of the read usable quantity of use of gas and the quantity of flow determined by a part 110 for computing the quantity of flow. A control part 114 cuts off the supply of gas when phenomena which satisfy operating conditions of a safety function have occurred and when the remaining quantity of use has reached a prescribed remaining quantity.
