PROBLEM TO BE SOLVED: To provide an electroluminescent panel that suppresses unevenness in light emission due to service life, approaching its end of life and uneven brightness, in an organic light emission layer in an electroluminescent element, and having improved flexibility in a layer provided with a heat-discharging function. SOLUTION: The features of the organic electroluminescent panel is such that: (A) the organic electroluminescent element is formed on one surface of a substrate with organic light emitting layer held between a positive electrode and a negative electrode; (B) a protective layer is formed on an outer surface on the opposite side as the substrate side of the organic electroluminescent element; (C) an exterior member has a Shore E firmness of 10 to 80, arranged on the outer surface of the protective layer; and (D) the exterior member contains a resin component and a filler, and the filler is blended at a ratio of 100 to 5,000 pts.mass with respect to 100 pts.mass of the resin component.
