The surface layer (21) is so formed that the thickness of a tire center part (10A) is greater than the thickness of a tire shoulder part (10B) so that sipes (18) can be easily opened at the tire center part (10A) and the rigidity at the tire shoulder part (10B) can be secured.</p>
