PROBLEM TO BE SOLVED: To certainly prevent flickering of lighting even when lighting equivalent to a target light control amount in light-reducing direction is started immediately after turning on of power supply. SOLUTION: The fluorescent lamp system 1 is provided with an MERS (magnetic energy regeneration switch) 4 which is connected to between a fluorescent lamp 2 and an AC power supply 3, and adjusts and outputs a load voltage Vload for driving the fluorescent lamp from the power supply voltage V of the AC power supply and a control device 13 for controlling the MERS. The control device, when it detects turning on of power supply, drives and controls the MERS so as to adjust and output the load voltage equivalent to a light control amount 100% for a prescribed period continuously, before adjusting and outputting the load voltage equivalent to the target light control amount, and thereby, preheats the fluorescent lamp by impressing the adjusted and output load voltage on the fluorescent lamp.
