PROBLEM TO BE SOLVED: To appropriately set a safety function according to an operating environment etc. to thereby improve the safety function.

SOLUTION: A function selecting part 1116 sets safety function information received from the outside via a communication line as a safety function on the use of gas. A monitoring part 112 detects a malfunction during the use of gas and outputs a safety signal to a control part 114 according to a set safety function when operating conditions of the safety function are satisfied. The control part 114 cuts off the supply of gas on the basis of the safety signal from the monitoring part 112 when phenomena which satisfy operating conditions of a set function have occurred.
