PROBLEM TO BE SOLVED: To provide a system concerning safety of residents including as a fire warning, an evacuation guidance display, and an intrusion alarm, and capable of making affiliated persons quickly know an abnormal state of a person living in a housing alone or a plurality of persons living in a housing together. SOLUTION: A phosphorescent guide plate is provided with a phosphorescent member on its surface, a solar battery, and at least one or more sensors, wirelessly transmits a sensor detection information signal corresponding to the sensor from a transmittance circuit through an antenna, and displays guidance information with the light emitted from the phosphorescent member in the dark. The phosphorescent guide plate detects the survival of the residents with the sensors, and when a survival detection information signal on the residents is not acquired by a determination circuit provided in the automatic notification means for a predetermined time period, performs notification to a predetermined place through the communication circuit. The sensor has a fire detection sensor. When a signal of the fire detection sensor is received by the automatic notification means, a warning is issued by warning issuing means immediately, and evacuation according to the guidance by luminescent display of the phosphorescent guide plate is made possible.
