PROBLEM TO BE SOLVED: To provide a control apparatus extending a normal operation period of a nonvolatile memory until failure occurs by writing frequency restriction by restricting writing into the nonvolatile memory, and to provide its operation method. SOLUTION: This control apparatus, for outputting an operation amount according to a control parameter to a control target such that a measurement value is brought close to a set value, has: an arithmetic processing part 11 calculating a characteristic amount of a control response; a RAM 13 holding the characteristic amount; and a rewritable EEPROM written with the characteristic amount held in the RAM 13. When writing data of the characteristic amount newly held in the RAM 13 into the EEPROM 12, the control apparatus decides whether to perform writing to the EEPROM 12 from the RAM 13 or not by use of data of the past characteristic amount held in the EEPROM 12 and the data of the new characteristic amount held in the RAM 13.
