PROBLEM TO BE SOLVED: To materialize a record addition-retrieval means which is inherent to a structured type database, in a relational database by adding a record that insures ordering at an optional position, without having to perform ordering in a record with an application program which has the same key value. SOLUTION: In this system for adding a record to the relational database 2, the record includes a key 21 which an application program 3 is aware of, and an order number 22, showing an order in a record group whose key value is the same and is provided with an order number allocating means, and the like, which when adding the record in response to a record addition request from the application program 3, if the record having the same key value as in the record requested to be added by the application program 3, exists in the relational database 2; outputs a value obtained by adding "1" to the maximum value of the order number in the record having the same key value; and outputs one when the record does not exist.
