PROBLEM TO BE SOLVED: To persistently apply cosmetic component and a medicine component to the skin or mucous together with thermo-steam emitted from a steam generating composition utilizing the oxidation reaction of metal powder. SOLUTION: A steam generator 10A includes a steam generating composition 1a formed of metal powder, salts and water, and adapted to generate steam with oxidation of the metal powder, wherein cosmetic component or medicine component is dispersed in the steam generating composition 1a.
